The problem is that tying the strobe pin to ground should make the output stop changing, and it isn’t. All of those comparator outputs should be a high state which means the LED will turn on connected through the 1K resistor to Vcc. The transistor can also make the Load to be isolated from the system ground, so if you are looking for a Voltage comparator to drive loads of these specifications then this IC might be the right choice for you.

Normally these pins are not used since the Input Offset itself is much better controlled. You can note that the Output voltage stays high when pin 2 has higher voltage than pin fatasheet and vice versa.
