When not in use the pins 5 and 6 should be shorted as shown above. I tried adding in a catasheet with a 1k resistor to ground and a TTL signal at the base as per the datasheet and this doesn’t disable the output either. The LM can work on a Single supply voltage or in a dual supply mode. Could the component model be the issue? The problem is that tying the strobe pin to ground should make the output stop changing, and it isn’t. If the voltage at the Non-Inverting Terminal pin 2 is higher than the Inverting Terminal pin 2the output pin 7 will also be high else the output will be low. According to the datasheet, if you tie the strobe pin to GND then the dtasheet should be disabled. All of those comparator outputs should be a high state which means the LED will turn on connected through the 1K resistor to Vcc. The transistor can also make the Load to be isolated from the system ground, so if you are looking for a Voltage comparator to drive loads of these specifications then this IC might be the right choice for you.
I built a simple circuit using the LMN comparator.
Normally these pins are not used since the Input Offset itself is much better controlled. You can note that the Output voltage stays high when pin 2 has higher voltage than pin fatasheet and vice versa.
